MMSD has established policies so that Small, Women, Minority, and Local businesses are afforded the maximum opportunity to conduct business with the District.
We are committed to the development of S/W/MBE firms and the promotion of such firms to ensure maximum utilization wherever possible on District contracts.
Our agency has proven sensitivity to the needs of S/W/MBEs. Through advocacy and ongoing policy review, our Procurement Department is working to eliminate barriers, provide bid information and make the bidding process less intimidating and more accessible to businesses like yours.

Our Program
There are many opportunities for doing business with the District including construction, engineering, services, and supplies.
In order to encourage the participation of Small, Women, Minority and Local businesses, MMSD has established procurement goals of 13% MBEs, 5% SBEs and 2% WBEs.
In addition, the Districts Commissioners recently approved two new policies created to promote local Economic development and investment in our communities. These new policies are:
Solicitation & Evaluation
The Procurement Department works with District staff to identify potential opportunities for firms. We assist Prime Contractors in identifying certified S/W/MBEs for sub contractual work. Before making any recommendation for a bid award, we evaluate each contract, including formal bids and professional services, to identify opportunities for S/W/MBE participation in accordance with established policies and procedures.
Contract Compliance
After a contract is awarded, the MMSD provides administrative and on-site monitoring to ensure that promised participation is achieved.
Certification
To be certified as a Small Business Enterprise please print out, and complete, the Small Business Eligibility Statement form and mail it back, along with the required documentation, to the MMSD to the attention of the S/W/MBE Coordinator. The process is simple and requires verification that the business' gross sales are less than $2.5 million in the most recent fiscal year.
